Maybe. I think the route I'd prefer would have a unique, handcrafted DO (like the ones from the chains) getting upgraded to a Veteran Bridge Officer via assignment.
Having ANY DO getting converted to a BO is probably insane.
Having SPECIFIC DOs who can become a BO seemes fairly reasonable and doable.
Not trying to argue with you man, but that was the point of the Veteran BO. Those of us who lost an insane amount in the conversion got something that very few were supposed to get to make up for that loss. How much % did you loose? Did you get a Requisition Form for the Veteran? If not, then you did not loose enough to warrant a Veteran BO. Now you're asking for 3? I might have accepted 1 for the 1000 day, but now it sounds as though you're making demands that are not realistic. They were supposed to be extremely rare for a reason. Not flooded on the exchange like the VR BOffs are now for 50 credits each.
And if you must ask, yes I did get one after loosing 45-50% of my stuff in the conversion.
The only thing that should be reused as a reward for the vet rewards is slots and respecs. The main vet reward should always be something new and cool. Or at least cool to some people. I don't care if the veteran BO is obtained through different means, but it should stay away from the veteran reward system.

But what is the purpose of yet another BOff? If you are at 1,000 days, you are at endgame. You are almost never using your BOffs. I'd rather it be an Ubership, a unique ship set, or a unique ground set. Something that would be useful in STFs.

Veteran BOffs are the only ones who have a noticeable effect in space combat because of their Veteran trait.
The Efficient trait doesn't really do much of anything anymore.
I've got one of those on my main, but I wouldn't mind a second one. Still, like Ally said... Unless you're talking account-wide here, 3 is way over the top.
And converting Doffs to Boffs... seems like a hassle. Either there's not enough of a difference to go through the trouble of making your generic Doff into a Boff. (You can just buy the right race off the exchange, and rename it and edit its appearance.) Or Leviathan wants something that doesn't presently exist as a Boff, which would be a tremendous pain in the TRIBBLE for Cryptic as they wouldn't just have to make the one Levi wants, they'd have to make all the weird aliens all the other people want to convert. Maybe that'll be done in time for the 2000 day award. (At least the art for my choice, the Exocomp, already exists, but good luck squeezing it in energy dampening armor and mounting that phaser gatling cannon.)

I use boffs all the time. I also have never run an STF. Not particularly interested in raiding or PvP in STO or any other MMO. I run multiple characters and primarily do a mixture of missions, episodes, duty officer assignments, exploration, and Foundry. For me, that's where the fun is.
Sometimes I team with family/friends, often I solo. Boffs are always involved. For my Admiral level solo characters, I have 12 Boffs apiece. This allows me to choose Boffs for missions based on enemies and abilities (sometimes) and to vary the make up of my Away Teams just for fun and immersion (most of the time).
The Boff system is one of the main things that attracted me to STO; it opens up so much room for customization and imagination that other games lack.
