yes, you have to be in a fleet to build a starbase.
No, there is nothing stopping you from being a fleet of one. Or a fleet of only you and your alts.
But I would hope it would encourage players to play with other players. There are plenty of casual/smaller fleets out there, that won't require you to be on at certain times, or for a certain duration.
But I would hope it would encourage players to play with other players.
Well, I already play with other players - its just organized through global channels.
The Account bank was a step in the right direction, to limiting the overall desire for personal fleets but the space granted is extremely limited and has associated Cpoint cost, unlike a fleet bank which can increase space based on ECs.
On top of this, many of us are concerned about how exactly the ships or refits, or whatever they are, are going to be handled - i.e. will there be a limited number of special ships available to fleet members or can any fleet member earn one?
I'm getting a Federation fleet going right now that is currently just me and a friend and our alts and were going to focus on bringing in people who are either solo players who want to take part in Starbases and otherwise be left alone, and people who like the social aspect of fleets but may have limited hours and times they can play due to a busy real life.
The only real rule will be that if you want to vote on what projects the fleet takes on you have to contribute to them.

I co-operate with other players all the time (often the same ones)
But most of them do not WANT to be in a fleet for the purposes I would be in one for
one for example wants only to do the gorn minefield over and over again (he likes the challenge of the dreadnaught at the end in his T1 Enterprise at commander rank)
As a single subscribed player, I too am concerned about fleet starbases. I was for a time a member of a fleet but did not like my experience. I had to play when others wanted to (very late at night in my time zone); pestered to chat while doing a mission; start out as an ensign when I was already a Vice Admiral in my own right and; had to prove my "worthiness" for promotion through PvP combat inwhich someelse passed judgement on my ability. There are many of us out there who have had similiar bad experiences in fleets who are single players and have done quite well in the game out on our own. Sure that means missing out on some game experiences. But that is a compromise that some of us are willing to make in order to maintain our independence. My concern is that the emphasis on fleet bases and content is going to be at the expense of the single player experience and that single players are going to be eventually squeezed out of the game. My worst fear that this is just the tip of the iceberg and that these fleet starbases will start controlling their own little sections of space and start charging fees to pass through it.
I'm just wondering if a person like me still has a future in STO?

sounds to me like you just got unlucky and got in a bad fleet. the fleet(s) my characters are in dont pester me but will reply if i need help or want to play with them.
With all the starbases being lined up along the neutral zone, even though zoned, it loses something when everyone will be parked in sector space outside their instanced starbase just as it is with DS9 now. A gated DS9. For this to really be what it should, we should be placing them around the map rather than lining them up along the neutral zone for a war that is meaningless due to shared STFs and irrelevant queued PVP minigames.

Does this mean there is now a way to start a fleet without having to pester strangers to join temporarily?
I didn't know this either. How do you bypass the 5 people next to the sign up table. If you're using your alt player? Cause that would solve me and my friends issue of making our own fleet. I just want me and him. I don't want to deal with unreliable people I don't know.
Borrow three good people from the zone (or this forum) they leave once the fleet exists (done this twice now) and am eternally grateful to those who helped me if ANY of them ever need a favor they just need to say (upto and including attacking the deathstar)

I think it would be cool if bases existed as a no cost 'warp to mission' option.
Allowing the players to pick the zone/system the base is located in would be great too, even if it is a private instanced version of that zone/system. Throw in some NPC traffic around the base that scales up as the base grows for good measure as well.

Oh. So Alts can't be used to make a fleet. That's what I was asking. Since that's what the dev sounded like he said. We've done this. Every time we've ask for help. We got ignored.

Seriously? I can have a fleet with just my alts? And have a Starbase?

You might want to remind Dan about reducing the fleet creation rules to one person only then (he mentioned this once upon a time). Unless this is a confirmation this is happening for season 6?

You can HAVE one, but can't FORM one. You still need 5 different players to start a fleet up. Once it is started, 4 of them can leave, and you will still have your fleet. You can invite all your alts to this fleet then as well.

Heretic has stated recently that there are no plans to reduce the number of people needed to create a fleet. The dev response above merely says that you can be in a fleet of one or a fleet of alts. However, the creation rules still apply. You need 5 to start one up. It's like this example: "There is nothing to stop you from acquiring a Ferengi ship off the exchange". That statement is true, but it doesn't mean you get it for free. You still have to have the ECs to purchase it. "There is nothing to stop you from being in a fleet of 1 or alts". That statement is true, but you still have to have the people to start one up.

I'm aware of that, just looking for confirmation to see if this had changed at all. Since Cryptic doesn't seem to care if you have a fleet of one (or your alts), why not get rid of the hassle required to create said fleet in the first place?

They should remove minimum requirements for fleet creation .

You need help starting a fleet? Catch me in game and I will be happy to help.
You do not have anything to worry about. Those individuals who which to remain single players will be able to do so. That is never going to change in STO. Fleet starbases will simply be another level of content that one can choose to partake in or not. As for the experience you had in a previous fleet. Sorry you had a bad experience. Like all things, there are good and bad apples. Feel free to look me up in game, should you ever decide to give a fleet a try again.
Thing is even if you start up your own fleet of just you, wouldn't running a starbase yourself be very expensive? I mean from the preview screenshots we've seen, upgrades cost in the hundreds of thousands of dil, and I imagine that multiple upgrades will be required to get the premium ships. By the time all is said and done, will you be sinking enough till to buy 10k c-points (complete guess) to get a souped-up Nova? Doesn't strike me as especially practical.

Yeah of course, but IT IS AN MMORPG!! I mean, you typically play those with PEOPLE! right? I don't mean to be combative by any means but honestly like the previous poster said maybe you just had goofs in that fleet? Some of the major appeal of these online games comes from the fact you are playing with friends and able to socialize with others, so being just a single player has never really made much sense to me for games like this imho.
Maybe we should give all lifetime members their own personal star base.
I personally like the idea of Account Bases better. Then to build fleets you could align your account to one fleet and they get a base thats quality is based the quality of the account bases linked to the fleet. I know its not going to happen but thats just a pipe dream of mine.

1 you are teamed with people you can trust 1000%
2 you know when everyone is online
3 you can be sure no one will rob the bank

I have two one each side (Scicom and IKSD)
and soon we will have starbases

The 5-team requirement should simply be removed with with Season 6
