During peacetime, the rank of Marshall and Fleet Admiral were defunct and the position of Commander-in-Chief was reserved for the President only and the Admiralty Board took joint responsibility for naval decisions, with the General Staff Board taking joint responsibility for administration of the PDF. But, in wartime, the Joint Chiefs were assembled with the Quadrant Commanders of the RNF, the Commanders of the RNF Branches, and the C-in-Cs of the PDF and RNF, with the respective boards selecting one of their members for to become Commander-in-Chief for their branch.
Since Matt and Petrarch are the two most experienced field admirals in the quadrant, they're needed here to help make a final decision - especially since with Clark dead and the Senate dissolved, the Republic is effectively under Martial Law.*
F.Adm. Harper: The evacuation of Dalos is going as well as can be expected, Admiral.
Petrarch: By 'as well as can be expected', you mean, 'we're not going to get everyone out in time'.
F.Adm. Harper: To put it bluntly. But the DSG is not our primary concern right now.
Matt: Meaning?
F.Adm. Harper: Once the Eblisi break through, we'll be in full retreat to a new line.
Adm. Sandhurst: Our projections indicate it'll look something like this...
*A holomap appears, showing the frontlines as they stand now, with a blue line outlining Republic positions.*
This is our current deployment pattern.
*The map changes, with the line moving back past the Dalos Star Group and looping around by DS61, creating a bulge inwards between DS61 and Romulan Space.*
This is what it will look like when the Eblisi break through.
Petrarch: That's optimistic, sir, at best.
Matt: Once the Eblisi gain momentum, it's almost impossible to stop. Instead of trying to salvage the current frontline, we need to pull back and form a completely new one; marshall our forces and get ready for a long delaying action.
F.Adm. Harper: We realise that, Vice Admiral, but it's not as simple as that.
Petrarch: Why not?
F. Adm. Harper: Because as it is, it will be almost impossible to react to the Eblisi breakthrough quickly enough to form this frontline, let alone fall back far enough to create a new one.
Marshall Forbes: But we do have alternatives to trying to hold the line we have.
F. Adm. Harper: We just need to hold for one week.
Matt: Why?
F. Adm. Harper: We're designating a series of strategically important planets for heavy ground holding actions. Once our forces are in place, the Fleet will pull back to a new frontline here.
*A red line appears creating a curved line from C.I.S. Space to Romulan Space behind the Dalos Star Group.*
Petrarch: How will we hold the Eblisi back if we don't maintain a presence in space?
Matt: Project Fortress.
F. Adm. Harper: Exactly, Matt. We have 20 Fortress-Class Assault Vessels ready for deployment along with Comanche and Assault Ops Divisions. We've proven we can hold our own on the ground better than in space.
Petrarch: I must have missed a memo. 'Project Fortress'?
Matt: The idea is to replace the Victory-Class Troop Transports with ships that can function as long-term Forward Operating Bases. The Fortress-Class has surface-to-orbit artillery batteries, industrial replicators, fighter facilities...
Petrarch: So we're going to use them for a defensive campaign?
Marshall Forbes: There are 2 strategies at play here; the first is to deny the Eblisi access to the planets' resources, the second is to tie up Eblisi forces in the long term.
F. Adm. Harper: Analysts have found that the Eblisi never leave a planet without securing it first, and never leave fewer than 2 Sovereign-type Dreadnoughts nearby. Typically, 5 dreadnoughts remain to secure a planet while the rest move on.
Petrarch: What's to stop the Eblisi just glassing the planet?
Matt: The Eblisi don't glass planets. They harvest the life forms there. Bombing a planet would be counter-productive to their aims.
Petrarch: But would they really lose that much sleep over destroying a couple of divisions of ground troops?
*He gets grave looks from everyone but Matt.*
We are evacuating these planets?
F.Adm. Harper: Even under good circumstances, there's no hope of evacuating those worlds before we have to withdraw.
Most of these planets were chosen for their high population density.
Marshall Forbes: I've already ordered local militias to be set up and supplied.
We chose these worlds for 2 reasons; one humanitarian and one strategic--
Matt: You mean cold-blooded!
*He looks at Petrarch.*
On one hand, we need to protect the people on those planets. On the other, it'll take the Eblisi longer to harvest a larger population...
Terry: Yeah.. but that one incident was not my fault.
Tara: Terry, you're a bad-luck magnet. And now you're bringing me along; a fellow bad-luck magnet. You may as well just call God's personal comm and shout ''Hey! Smite me!"
