People aren't going to want to trade dilithium for other currency (EC, C-store credit, etc) at reasonable rates. Not only that, but now the gold-sellers will now have a direct way into getting you basic class ships (as opposed to just c-store ships). I've studied economics and I also know human behavior... This could end up wrecking the game economy......

this is craptacular... this is a time when they REALLY want us to do tribble testing... and when they NEED us to do tribble testing... and then they block it for us?
(for me at least. For me, T1 and T2 is insanely boring, JUST because of the horrible ships. Getting my Cmdr ship is where the game starts to get fun to me. And now I have to grind through T3 also in a pice of junk T2 ship? bah...)
Forget what I said above, read it and weep everyone, this game is going pay to play for everyone, unless you grind heavily for dilithium or stump up the cash to move on...
They don't give 80% of something back and nothing is being taken away from you.

Right it is intentional, and you have a right to voice your op, thats what tribble is for. However this is not a bug, it is general feedback and belongs in a diffrent fourm. Also we need to see what the full dilithium system is going to look like. Who knows, by the time you reach Commander you may have earned 20000 dilithium, and 80 is all you need.
They've said before, repeatedly, that you'll get dilithium from just about everything you do to earn skill points.
If you complete any missions or participate in any PvP, there's a reward table that can be altered to include amounts of dilithium. Currently, the reward tables for the non-featured-series missions after "Researcher Rescue" are all offering incredibly outdated equipment, which implies that they need alteration. While they're changing reward tables around, why not add in dilithium?
I'm pretty sure Dan Stahl said you'd get something like 1,400 dilithium for an explore-three-systems mission. To make up the 20,000-unit gap between your promotion stipend at Commander and the cost of ships, you'd need to do that 15 times in 10 grades if that was the only other source of dilithium.
We know they're adding dilithium as a reward. We know it'll be possible to earn enough, even from only one source, to pay off the difference between the promotion stipend and the cost of a ship. We'll be fine.
That said, I'm still not a fan of only partially paying for our first new ship at promotion. I'd like the stipend to equal the cost of a base-model ship for that tier so that, if you want to, you can get either a regular ship or a fancier one that costs more.

I understand what Cryptic is trying to do.. but I agree with the OP it is Bull. Of course this is what testing is all about voicing these concerns before it goes live.
Cryptic, this is a bad idea. If you are going to force the player base to earn the monetary requirements needed for the next tier of ship then it needs to be much closer to the amount of the ship like 99% there. With the method you have in place, when this goes live, you are going to end up with new players quiting because they are getting massacred with their puny lower level ship, and vets using a friend to power level them while they just save up the Dilithium from rank advancements till they hit cap tier. In the end its going to be broken and your player numbers are going to be horrible.
Tweak the ship earning with a new rank. I would even say to go to a system where they earn a requisition form, instead of receiving Dilithium (as vets with friends will save this instead of buying a ship). Something similar to what you had before, or do a special mission you receive when you hit the next rank that earns you your next ship (like a different mission for cruiiser, escort, & SV).
Yeah, I think the amount Dilithium awarded to us at level up is right where they want it to be. Grinding out the rest wouldn't be an issue, excpet for the fact that your not able to do that.
I don't see them adjusting the Dilithium reward amount when we rank up, when they are going to add it in to the game as rewards. They would have to go back, and undo the changes once the drops have been added to the game. Dilithium really should have been in the game as drops, before we were dependent on it to buy new ships. Kind of a no brainer.
Cryptic, not sure what made you think it would be OK to put that build up, without Dilithium rewards in place? I'll blame Dsthal, since it smells like something he'd do, and he's not with the company anymore.
I know from the dev tracker they are working on this giving players a discount token so its not so bad but it seems they are dead set that when you rank up you wont be able to buy your next ship without a good reserve of Dilithium sitting around.
Personally when i rank up i want my ship right away. i dont want to have to rank up get nothing and have to head back out to space to grind up the difference. I would expect this gap for special ships like tier 1.5, 2.5, 3.5 ect ect. ships that have more hull, crew, console slots, bridge office slots. but not for the run of the mill ships. i hope they change their minds on this but i think they will just plow ahead to see how the community reacts in the new system forced on us. They think it will be good for us and the game, we will see
