However if we start at level 25 we miss half of Commander, as a result we lose out half of the ships flying time
Would it not be better to start at level 20, people would be more willing to buy a ship they can use for a full rank and not just 5-6 grades.
I haven't yet scoured the new F2P threads yet *long sigh*. I get that KDF will unlock to the player at Federation Level 25. I can't see there being a need for Klingon Academy (which to me implies a level 1 character) if our new KDF character defaults at Level 25 (or as you suggest, 20) to start. Is the concern that non-Klingon KDF don't start in a species-specific starship? Right now they don't anyway. Is that a deal breaker for some?

To be fair, all our characters are already starting as officers right now in both factions. An Academy is not necessary for anyone. It's just a nice place to hang out, especially if you are one of those roleplayers who has a cadet character. That is completely irrelevant of what tier of ships is available at start.

I do not think this would be a "dealbreaker" for anyone, but it is without doubt a nice thing to have. The real reason, however, is that it is much easier to condense the currently available content. In essence, by removing 18 levels from progression and adding, say, 7 levels of new missions Cryptic could literally double the content available to a KDF character at any point in time.
StormShade has also explained it in more detail over here.

Dealbreaking is a very individual thing. When I leveled my Gorn Sci with his Gorn crew I would have liked to have more Gorn ships during the ranks to complete the feeling. I had to do it without the ships and still he made Lt. General. Deal completed It's all about options, to give the KDF different ship styles and develop the non-Klingon side of the KDF, both at the same time.

The right hand of the dev team might want to introduce itself to the left hand of the dev team one of these days.
