I don't know about anyone else, but I'd like to see the TR-116 in the C-Store or as a Reward for completing some episode. I didn't get the chance to get it with the Target pre-order and I would like the opportunity to try it. I can think of at least a few instances where it would be useful.

Aye, the TR-116 would be an awesome weapon to have. Sadly as a pre-order item. It is on a sort of contract agreement as are all other pre-order items. The Red matter Capacitor, the TR-116, the [Console - Engineering - Radiometric Converter]
All of these are on an agreement with various sellers. Until these agreements expire, they can't be placed in the C-store.

Did some checking around and I did not find anything available anywhere. I'd love to get my hands on the TR-116 too. So, good luck finding the codes to get one. We will just have to rely on CRYPIC to recognize that there is a demand for it and respond to it.

It's already been responded too quite a few times.
It depends on the agreement they had with the vendors that sold it before they can add it.
Honestly the TR-116 Rifle isn't that great. Especially with shooter mode. You still cannot shoot through walls or have a different see-through reticle to see through walls, you need to target them, and turn off shooter mode, then you can shoot them (alt fire).
It's not that great unless they somehow fix something with that. Also since it doesn't level up as you go, it's only good for the early levels.
I did use this to beat the borg queen once, managed to target her through the forcefield and kill her, but this was before they patched it. lol. It was fun while it lasted.
As far as rarity goes, it's nice to have, not necessary.
I have tons of pre-order stuff hardly use a lot of them, I have the Red Matter one too (still use it to this day) Great for increasing all energy levels across the board.

I respectfully disagree. My Caitian VA main is digging on the weapon and sometimes uses it against non-Borg enemies. Pop out, squeeze off one shot, crouch behind hard cover and keep shooting. I never use shooter mode anyway, so it suits my play style. When using it against Borg, my Caitian's leaping ability means they aren't going to lay a hand on me. With a good regenerating shield and plenty of shield charges, you're good to go. You're right that it doesn't level up with you, but between its shoot-through-walls ability and shield penetration, that does mitigate part of it. And against Borg, you won't have to waste time with a Frequency Remodulator, because Borgies do not adapt to it.
For those of you who don't have it, I think you may be out of luck for now. I've tried four different Target shops in my area, and no copies to be found.

I would LOVE to get my hands on the TR-116 my self for Borg ground missions.
Indeed, I believe some keys still exist and are sold on ebay for silly money!
