Enterprise/Mirror Uniform Fleet Patches

Don't know if this is a bug or working as intended (which if it is is really stupid and sexist) and I looked and didn't find preexisting threads or reports about this.
On the flight suits from Enterprise and the Mirror version I and my male BO's can't put the Fleet Patch on the uniform, but my female BO's can have the patch with the uniform. My friend with a female captain as the same issue the captain and female BO's can wear it, but the male BO's can't.
Also on a side note out of curiosity why are VA coats not allowed to have a patch?
