Why can't Formal accessories be used with other Off-Duty clothing?

I was all set to purchase the Formal costume set (and possibly the Mercenary costume set as well) and had the foresight to look at the items at the Tailor shop.
To my dismay, I discovered that not only can I not use the jewelry with the Merc outfit, but I cannot use it with any of the other outfits.
Was this an oversight or were those items meant to be exclusively used only with the Formal set?
I hope that a patch in the near future will allow me to freely mix and match pieces amongst the different costumes.
