    In other news, I have stepped down and passed all my prior duties to Grizz. I will be heading up the RP however and co-ordinating how they work together. Some very exciting stuff planned!

    The past month has been one of great change here at TLO: Our new forums and website have been launched, a new SRP will soon be chosen, and with the tenures of two of our Councilors ending, elections are now being held. Read on for more information!



    Website Upgrades & Newsletter

    TLO is currently in the process of upgrading its website to an all-new, bigger, shinier layout, and adding even more content that's sorted in a better, clearer way! This began with the new forums released in August, and continues now as the main site gets its overhaul. We hope you like the new design, but please bear in mind that we are not done yet - in the coming weeks, we will be fine-tuning the layout, adding content, streamlining the process of joining the site and downloading custom content (as well as RPGXCE), and soliciting member feedback - keep a look out for even more changes coming your way soon!

    In the meantime, we are still hard at work on TLO's first newsletter, and we are recruiting writers and editors to help us! Show off your talents, come up with great ideas, and help TLO - see the jobs postings for more information.

    Financial Report

    Thanks once again to a donation from Grizz, we have already met and exceeded our donation goal of $16 for the month of September. Here's our financial status at a glance:
    - Our current balance is $162.05 USD
    - Costs this month were $37.95 USD ($19.95 servers + $3 webhosting + $15 for an emergency backup restoration during website construction)
    - We currently have enough standing funds to operate for another seven months, or another three months without going below $100 in funds.

    Thanks again to all who have donated - we appreciate your support!

    SRPs & Server Activity

    Coinciding with the beginning of the fall season, we've seen a bit of a slump in server activity this past month - however, TLO remains the most active RPG-X server and one of the most active overall Elite Force servers. In SRP news:

    - Star Trek: Frontlines continues in its second season.
    - Star Trek: Dauntless continues in its first season.
    - As well, Star Trek: Banting will be continuing at its current timeslot
    - Star Trek: Schisms, Volume III - Redemption has been put on permanent hiatus. An SRP poll is now open for its spot!

    Upcoming events include The Deeps by Veritas - later this month! Check our events forum to learn more, and look for a new events poll coming soon. Additionally, we are currently looking for talented, driven RPG-X players to help us manage our server. If you think you have what it takes, consider applying today!

    The STO Division

    The STO division continues to grow. Here's some highlights:

    - The STO staff is holding a screenshot competition! Submit your best shots today.
    - The fleet bank has been reorganized by GSIO01, requisitions officer, to handle overflow and streamline access rules. Thanks to everyone who keeps it stocked with items and credits!

    GSIO01 has unveiled the new Fleet Bank which has gone live! A lot of work has gone into preparing the new system for the Fleet Bank, and during this time it has been closed.     Star Trek Online News

    One piece of news has certainly overshadowed all else regarding Star Trek Online, and that is the confirmation of free-to-play coming our way, courtesy of Perfect World. Cryptic have developed a F2P matrix to feed us the information we require to make an informed decision on the free-to-play model under development. Of course, it is very much still under development and all information is subject to change before this goes live. So check it out HERE and tell us, and Cryptic, what you think!

    The Borg have arrived! I'm certain you have already noticed, as they are quite unmissable, but the invasion is under way across Federation and Klingon space! Keep an eye out for distress calls in sector space so taht you may join the fight against the collective in that sector. When this happens, click the Red Alert button to be transported to the nearest Red Alert Zone. Each zone gives you a 15 minute limit to defeat the Borg armada before an extra adversary appears.     Final Thought

    So much more of an interesting week and a half since the last division update. The Fleet Bank, Free-To-Play, Competitions and Borg Invasions. Hopefully this upwards trend will continue in to the future. If you missed them, on the TLO front, the September 2011 update has been fielded by Veritas, and the Council Elections are under way - so be sure to check them out.

    Today, instead of leaving you with a quote from a member of the Leadership team, I instead repost an answer from Dan Stahl regarding a question many have asked regarding the STO Free-to-Play mode.
    Q: Ooiue: How will this new F2P model affect monthly subscribers?

    A: The F2P model will bring lots of new items to the game as well as regular content releases, both of which are required to maintain F2P sized player levels. By having a monthly stipend of c-points to spend, you’ll not only be able to pick up new items as they are released, but you’ll benefit from new content that is being made. Other than lots more people, the game shouldn’t feel that much different than it does now.

    Greetings everyone,

    It’s been a goal of the council since the founding of TLO to make the leadership as open to the membership as possible without sacrificing the ability to frankly discuss things behind the secrecy of the council chambers. We’ve been discussing among each other for several sessions about how we can continue to make the council more open, and we feel that we are ready to take the next step in this process.

    The council will begin posting the results of the votes it takes, with the exception of acceptance, promotions, and disciplinary votes. Also, if a matter is deemed very sensitive, a councilor can move that it be considered secretly, and if that is seconded, the vote will not be reported. This will apply retroactively to all votes that have taken place this council term. These will generally be posted weekly in the new council disclosure forum, where all TLO members can see not only the result of the vote, but how members voted.

    The forum (located as a sub-forum of the Wardroom) is read-only forum, so we encourage members with questions/comments about a vote to direct those questions/comments to the relevant council member(s). For a more open discussion, members can also create discussion topics in the wardroom if they desire.

    Additionally, the council will begin meeting weekly on MSN. This will allow us all to stay better “in touch” with more of the executive functions of the council to make sure that everyone is on the same page. Minutes of this meeting will be taken by a member of the council, and will also be posted in this disclosure forum for members to look over. The minutes will also reflect which councilors were present or absent. The council will reserve the rights in these meetings to go to “closed session” to consider sensitive matters, if moved and seconded by another member of the council.

    We hope that these measures will help make the council more open, and we will look to see how we can further increase transparency in the future. If you have any questions, comments, or concerns about these changes, feel free to contact me.

    On a final note, I am pleased to announce that Community Day will be happening in a few weeks. Community Day has been scheduled for Saturday, October 15th, probably in the afternoon EST and evening GMT. More information, including more specific times, will be posted soon (probably in the October monthly report). For our newer members, Community Days happen every few months. At these events, we give out promotions and awards to members in recognition for their accomplishments over the past few months. Any specific questions about community day should be addressed to the events councilor, Grizz.

    The 1st Cavalry Division remains an ally of The Last Outpost. Wanted to make sure you know of a multi-fleet ops being sponsored by the United Fleet Coalition of which 1st Cav is a part.

    What: UFC Joint Fleet OPS -- Klingon Scout Force / Breaking The Planet
    Date/Time: Saturday, Oct. 22 @ 1pm (EST)

    Members of the various fleets of the United Fleets Coalition are invited to participate in a joint fleet ops whereby we will first defeat the "Klingon Scout Force" followed by deal with forces on the ground in "Breaking The Planet."

    Since being appointed as CO of the Star Trek Online division for The Last Outpost, we have improved the lines of communication between leadership and membership, made great reforms to the Fleet Bank, introduced morale boosting contests, welcomed a bulk of new members into our community and continued to run a successful Serial Roleplay of which a second is preparing to launch. But most of all, we have acted on member feedback to try and shape the division into what you want it to be.

    What you didn't want to see, we didn't progress with. What you did want to see, and what you wanted to see more of, we expanded upon and continued to run with. But my time to lead the charge has come to an end. These past months, I haven't been alone. I have been able to rely on a team who have helped our division to flourish. But by my side, I have also had a loyal colleague who has been with me every step of the way, and also my natural successor who I trust will continue to build upon the foundations we have laid.

    I am therefore delighted to announce that with immediate effect, Central Plexus has been appointed the Commanding Officer of the Star Trek Online division. Congratulations!

    Central Plexus's great activity level, contributions and dedication within TLO and the Star Trek Online universe has earned him the respect of the STO division and as such, I believe that he will make an excellent CO to guide the division in to the future. I would also like to thank him for his work up to now as Executive Officer of the fleet - without him, I wouldn't have got this far.

    Well done, Plexus, and good luck!

    Greetings one and all! I'd like to take this opportunity to share some new and exciting things that are happening in the STO division this month (and next).

    DS8 Graduation RP

    On Saturday, November 26th at 6:30 PM (GMT) we will be holding a Deep Space 8 roleplay event.

Roleplaying, PvP's and leveling help will all be available for those who want to join in. A more detailed thread for the Fleetstravaganza will be posted in the STO division forum within the next week, so keep your eyes peeled!

    I'd like to take this time to welcome pupbenny to the STO staff. He has established himself as an excellent member of the external affairs department in recent times, and has been assigned as the division's recruitment officer. So congratulations on the position pupbenny, and good luck!
