The rewards following each boss do appear to be rewards to the faction, not individual. He also opens his bag frequently and none of those items are in there.

I'm not informed about how this takes place so I'm sure there could be reasons why this would be frowned upon, agreed. It could be largely avoided if the database was kept up to date.
