Ok, so that no one else has this issue again... If you level your apothecary skill after level 50 YOU WILL NOT GET A SYSTEM MESSAGE! I will say again, I leveled apoth from lvl 1 to 3 at 100% AT LEVEL 82. I DID NOT get the system quest because I was LEVEL 82... There is no quest in the quest log, all the elders in this game have it highlighted that I CAN BUY, NOT GREYED OUT... I get a system message that says UNABLE TO LEARN SKILL... Yet I DO MEET ALL…

I am also having the same problem, I have an 82 Psy at lvl 3 apoth and yet still the same issue... no one else has had this issue before the Descent patch!!!
