WTF is up with not being able to level to Apoth lvl 4??!?!?!?

I am getting quite pissed, I have 3 toons over the lvl 50 at this point, just now getting apoth skilled up on all 3. Now ok you're supposed to get the instant quest at 50 if you have maxed lvl 2 apoth... Being that you lvl Apoth after you hit 50, you won't get the message, ok I get that... Now the other requirement is lvl apoth to 100% on lvl 3 apoth and you can buy from any elder... NOT TRUE!!!

The lvl 4 apoth is highlighted (not greyed) because I meet the requirements. I click on it... MESSAGE: UNABLE TO LEARN SKILL WTF?!?!?!?!?!

    Requisite Level: 50
    Requisite Production Level: 3 with 100% mastery level
    Upon reaching player level 50 with level 3 Apothecary skill, a system message appears to talk to the Elder of Archosaur (571 648)
    Talk to the Elder of Archosaur (571 648)
    Talk to Herb Gardener aka Huajen (618 389) @ Dreamweaver Outskirts (watch out for high level mobs near him)
    Buy the Level 4 Apothecary Mastery book from him for 52,500 coins
    If necessary, manufacture level 3 powders until the manufacturing skill bar reaches 100%
    Talk to any Elder to "Learn Manufacturing Skill"
    Pay 10,000 coins and 5,000 Spirit Points to learn level 4 Apothecary

    I will say again, I leveled apoth from lvl 1 to 3 at 100% AT LEVEL 82. I DID NOT get the system quest because I was LEVEL 82... There is no quest in the quest log, all the elders in this game have it highlighted that I CAN BUY, NOT GREYED OUT... I get a system message that says UNABLE TO LEARN SKILL... Yet I DO MEET ALL REQUIREMENTS TO EVEN BUY THE SKILL?!?!?!?!? I have level over level 50, I HAVE LVL 3 APOTH AT 100%, then why can I not buy? There is something wrong with the game?!?!?!? But I am the stupid one when I stated in the beginning that I MEET the requirements????

    Again.. read the quest.. you have to see

    you have to have the book when you talk to the elder...

    Ok, so that no one else has this issue again...

    If you level your apothecary skill after level 50 YOU WILL NOT GET A SYSTEM MESSAGE!

    Go talk to the NPC Huajen @ 618,389 and buy the Intermediate Book, you do not need a quest to do this...

    Thanks for the some what round about info on this NPC... umbyabi please update your set post you have on apothecary so it's a little more specific on this subject

    If you lvl your apotechary acording to your lvl range, yes you need the elder,
    because then he will praise you on how good your progress are.
    This happen with all other crafting skills too.
    It will repeat again after you reach lvl 80 IF you meet the lvl requirement of the crafting skill.
    System message will apear and tell you to talk to elder and they will give you quest to visit certain npc.

    plus what i gave you on my other post was from pw wiki,
