By that logic pet bleed would have been fixed by version 19, and we know that never happened...we're now at version 114 and are waiting for a new system to be implemented to fix an old bug.

Just do all your quests and you'll be covered on wep until 19, and that wep will last you til about 40. After that you can get weps from boss kill quests around 48, but those bosses are fairly tough so you may not get either of the weps until a few lvls later unless you know a high lvl cleric and barb who can help you.…

I'd say your build is fine for PvE as long as you don't add any more vit or mag. You've wasted 10-20 points but the build is still usable as is. Just go all dex for 3 levels then do 4dex/1str.
