I figured it out :( Never having done it before, I was oblivious to the "swift" tab, which after clicking it, I was able to complete the task without incident.

After many communications with customer service via Email, one very bright individual determined the problem was on my end -- in my head, actually. I had failed to see the NPCs in question had a scroll bar on their respective dialog menus.

I have done the salvation quest twice. In neither case did the pointer appear, however I went to the North District and found Blacksmith Tang, who had a yellow flag over his head in each instance. However, both times Tang refused to accept the designs; so, I have twice done the quest an have not received credit for it.…
