NPCs fail to recognize loads

Background

I completed the Salvation Quest, whereby I was required to collect 25 Trebuchet plans. Having done that, I was instructed to seek Blacksmith Tang, which I did. Unfortunately, Blacksmith Tang did not recognize that I had the plans, giving me the criptic respons: "I can build anything ... ." I was unable to complete the quest. Foolishly, I started from scratch, did the quest again, being particularly careful to follow all instruction by the book. And, again Blacksmith Tang would not recognize that I had the designs. About four hours in total wasted.

A couple days later I commenced the Crazy Stone quest, wherein I was required to collect a number of gems. Ultimately, I was told to deliver the gems to Tailor Chen. And, just as Blacksmith Tang, Tailor Chen did not recognize that I had the gems. Silly me, I thought selling the gems to her would solve the problem, it didn't. So, I reacquired another set of gems and got the same unsatisfactory results.

Customer Service

I opened tickets for each of these instances and was responded to concerning the Crazy Stone ticket. The agent suggested take the gems to Hou Jensi -- which is not in the directions. This solution did not work.

Current Circumstances

I have suspended game play until someone can resolve these issues. There is no point wasting countless hours trying to complete quests only to be foiled by a bug in the game at the very end.

    After many communications with customer service via Email, one very bright individual determined the problem was on my end -- in my head, actually. I had failed to see the NPCs in question had a scroll bar on their respective dialog menus.
