Oh, okay. I misunderstood CM being "Community Manager" with "Community Moderator" (still not the best thing to argue about when CM means either/both, lmao).

He's withholding information: half the answers to the questions he'd requested us. He's been sitting on those for months(4 to 5 months now). He'd promised he would share them finally, without the other half (of the questions answered), but here we are, the New Year at the door, he still hasn't.

The system sends you that mail when you didn't have enough "Battle Time." You must at least have 5 minutes of "Battle Time" (PK/PVP) in the 2 hour event (NW) or attack NPCs in flag maps like what AFKers/alts do. It's common knowledge, but at least you know now.
