sylenthunder what are the exact rules about tw factions having alt tw factions hold several lands for their main faction?

pw got bought out ages ago, half the rules aren't enforced, least on Dreamweaver, i mean tideswell server, several big name factions have their officers run other fake factions to hold lands in tw, so main faction can get easy win. Back in the days those rules would be enforced.
