Depends on how you look at it. I did NOT get my blue weapon from killing the 8+8 monsters; I got it after I killed the boss (without the tablet quest). It's one of those "kill 8 of these and 8 of those", and I after I did it the quest changed to "kill the boss". So you need to kill the boss, but you do not need the tablet.
