My Celestial Vale Pack Coupon keeps giving me a message saying Current item cannot be used... My whole inventory is empty have lots of room but it still wont let me open it? can anyone shed some light on this issue please?

I have no idea where we Archers fit in, I am level 69 and a level 55 Cleric does more damage then I do how that happens when I have 270 Dex I have no clue but this is puzzling me... Pure healing cleric of level 55 does 4,000 - 6,000 damage with 5,000 - 13,000 critical using plume shot that shoots at a speed of 1.5 seconds…
