so what does it do..is there a certain universal viable percentage of damage it inflicts like amp increasing 25% or is it just dependent on the attack level of the people attacking the defense level debuffed mob?

True seeker's are not OP, but they are known to hit the highest pike damages in many servers. Seekers Blood Thirsty morai 100 skill is nice, it can hold agro from a sin, plus it heals the seeker, with 30sec recast Seekers are more prefered for aoe group, because seekers are the best constant AOE class in the game.
