Stalag, Darkcloud, and Yataghan only hit Holeen if the PBAoE is near the target circle under the boss himself, so pretty much you have to be standing right near or right under him for those 3 skills to work/damage him.

The description is bugged like some of the other skills the seeker has like Bladed Fervor. At level 1 Saber Rattle only gives 1 Att level, at level 2 it gives 2 Att level, and then finally at level 3 it gives the 3 Att level that it says it does. This goes for Krav Maga as well.
