That looks like TT80 gold gear and morai wand not bad gear for PvE, and str tome is fine less stat points into str. Dont see anything wrong with the cleric. I have a lvl 100 cleric with green TT80 and 3star gear with a FC glaive and it can heal the sht out of any instance.
