When you go to the blacksmith and click on manufacture is the skill bar at the top right fully green? if it is and you still cant get lvl1 go to your races elder and click on quest related. do you have a blacksmith mission? if you do get it and pick up the mats needed. but if you done that already then there shouldn't be a…
