Yes. PWI in its infinite wisdom has deemed lowbies worthless and their quests in SP unnecessary. ANYONE of ANY level walking in SP can now be killed just for the "fun" of it. Of course, I don't mean YOUR fun if you are the lowbie getting gang-r@ped by level 100 players.
