First of all Mage's are not slow to level, they are fast due to being able to kill fast. Maybe not number one but certainly not the slowest. Harsher penalites discourages PvP. I think it is good as is except i can live with a level limit range say within 20/25 levels or so (10 is definitely too small)

I think you are probably correct on these except the time. I think some of these will last longer then you think. Though maybe half the defending guilds have no idea how to defend so i could be wrong

Why not just add to the rankings, one column number of kills, a second with the avg level difference. If someone has 4000 kills but the average is 10 levels below, or 1000 kills but the average level difference is 0, who would you give more credit too?

Level isn't all that important in these types of guilds. USA Guild on PW-MY was the perfect example. Actually i disagree. If you are level 80 and going after a lvl 60 for killing 30s, every second you spend killing him is a second you are not grinding, questing, hh etc. To me he is theoreticlly disrupting your gameplay and therefore doing what he is setting out to do. If you switch servers you should be able to given no one else has taken the name, if you do not and stay on the same server i am pretty sure you cannot

I think working backwards is not really the best way of going about the weapon. Maybe working back from the 80 isn't so bad but getting to 99 takes a long time.
