I believe that the Tame skill is Acquired from the "pet Skill Trainer" not the usual "Venomancer Skill Trainer" This is the same for the pet healing and reviving skills

All you should really be doing at your level is quest until you start to run out of them, after that Grinding or Dragon quests will be the best way to lvl for a while
