No its not. Because, if you get +12 r9 full gears and some Tweaked items (like private servers give ), ofcourse its easy. Archers can do that, Barbs can do that, Magic classes can do that - its slower cuz cast times make it that way but its not even close to an example to PWI.

Chi requirements are added to make powerful skills less accessible, which is fair in my opinion. Pk is not always 1 vs 1. Sin is a great pker in 1 vs 1 situations. They cant be 1 hit but they die fast to that.
