First thing I could think off is low drop rate. Might take awhile for you to get it. Also, I spent almost 2hours hunting for a item, and I was in a party, and as soon as I left the party, I killed 1more mob and got the item. So sometimes doing it solo also helps, I know some quest have to be done solo.

Everything looks good. Only thing that worries me is you have too much str for your build. I believe your going arcane? If so: Str=(Lvl/2)+5 So your 23. 23/2=11.5+5=16.5 So around 23 you should have 16 or 17 str. Not 27. Str 27= Level44 Arcane Veno.
