Arc XP does not actually allow you to run Arc on XP. It was a name to poke fun at Arc. It does the same exact thing as the batch files. It should be. It's the way Arc XP works as well.

You need to use the bypass Arc methods to run the game until they, I assume, recompile it to work with XP. This mistake could be made by any programmer who is careless with build settings. I've done it before, other's have done it before, and PWE likely did it here.
