The TT60 magic sword Ancient Arbor is the best at that level. It's cheap to make too, you can pick up one for 500k or less on my server.

I had the same exact problem earlier. All servers up fine but no ping at all for west ones. It fixed itself after like 20 minutes though so who the hell knows...
