It means that when you get the Sage Fire/Water/Earth Mastery book you will get 25% extra damage instead of just 20% for non-sage/demon or 20%+1% crit for demons. And yes, it's an extraordinarily good idea to upgrade those skills. No dmg wiz = fail wiz.
