To be more specific, you need to go do your first cultivation quest, marked in gold, to enable Chi on your character, once done, you can earn chi through participating in battle.

Its plausable, but i would suggest ust going with the flow and advancing skills as you see fit, My tigerform is rather decent on its own and i really use it either for tanking or land travel. Later on though there IS a way to remove the damage penalty but im not telling how. :D
