While KSing on the PvE servers are annoying, being pk'd by someone who wants the groups of mobs you are killing is even worse. Lets not forget the added effect of that player probably dropping their equipment when PK'd. With KSing on the PvE server, it is only that, simple KSing with no other hidden problems.
