Agreed! The high lvls always show up at the low lvl wraith battles at the worst times to steal most of the winnings.

I had trouble on this quest as well...until I figured it out. The guy your looking for is not in broken bridge, he's South West of it. In front of a big house, just jump on to his roof next to his chiminy and the black screen will come up to finish the quest.
