Also to add on, you can use it in non-tiger form as well. It's good for getting a bit of extra chi in PVP/duels, especially against sins. It's most useful when fighting multiple mobs at once, and it becomes second-nature to use it in Frost when you get to that level for an almost-instant 2-3 sparks.
