You're kinda right with Elayne = Ehee in skills. The only reason why I said Elayne was so-so and Ehee was just all gear is bc Ehee doesn't PvP outside much so it's base off entirely from TW while Elayne had PvP in west or wherever outside TW many times and participated in TW.
