Weapon Glow does not come from Shards. Weapon Glow comes from the "Quality" of the weapon. a 3-Star weapon or "Instance" made weapon will glow. As far as what sharding a weapon does, you will only get a small glow around your hand if you have two Grade 7 or higher shards placed in your weapon.
