I had originally tried to open on my vendor (lvl 13) elf and no quest. So i decided to try on my main and sure enough they opened. So the level requirement is somewhere between 13-96 b:chuckle

I have 2 things, 1. I went to every Jolly on Sanctuary and none of them had the quest to open. I had the packs in my inventory. 2. My alt who is a BM woke up yesterday with a beanie on his head b:cry I had him made up like Santa for the holidays using the Jolly preset. So I bought a makeover scroll and fixed him up he…
