When you start losing exp you have to option to buy guardian angels to reverse that effect. That might be what people were referring to.

Yes, as soon as you are 3 or more levels above a monster (i.e. when their name starts going green) Droprates go down. They continue to go down as you level up. To my knowledge it only stops going down when there name is dark green (When you're 8 levels? above them). By that time the chances are really extremely low.

To be more exact, one celestial sprite can be found just north of walled stronghold, on the northern bank of the river. It is slightly west of the westmost of the 2 bridges north of walled stronghold, if I recall correctly
