The game servers appear to still be down for maintenance. Therefore there is nothing for the launcher to talk to and it doesn't like talking to itself. This happens on computers with multi-core cpu's. You will have to execute the game in windowed mode, then open up task manager go to processes tab, right click on elementclient.exe select affinity and un-check one of the CPU cores. This is a PCI-Express video card and wont work in a pci slot. That's what it means with PCI-E. Also, not all motherboards will automatically switch to use a graphics card when one is inserted. So it may have to be adjusted in the system BIOS.
