I've been seeing people on the forums and in game asking about the two new legendaries and how they compare to the old ones so I figured this might be useful and help you decide if you want to buy one of the new ones or not.
As of 21/01/2014 the review is complete. All the information comes from my personal testing and experience with my Empyrean Harpy and Avatar of War with a few additions of a friend's pets (mostly at the beginning of the review when I didn't own an Avatar of War yet). The guide includes my personal conclusions, my thoughts as well as my videos of testing the pets.
Harpy
Quick Q&A
- Is it worth the 225 gold?
Probably not but it does depend on the person. Personally I don't regret spending the gold for it. I wanted to be the first person on the server to have it and I'm pleased with its capabilities (which I quite knew beforehand). It will get cheaper overtime with sales and whatnot.
- What's so special about it compared to old legendaries?
The Harpy comes with a spam-able water damage single target attack, spam-able wood damage AOE attack (can work as continuous AOE/zhen) and AOE stun. Additionally it has Claw. All skills are ranged, including the auto-attacks so it can effectively replace old pulling pets such as the cacti or the Eeldergoths. It can also range tank bosses, such examples are tanking Warsong bosses.
It's able to go on land, water and air since lvl 1 as opposed to the old legendary pets.
- Is it a "must have" ?
It's a very nice pet but it isn't a necessity.

Ice Stick - spam-able ranged water damage single target attack. It deals pretty decent damage and the best part is that it's literally spam-able at 1.0 second cooldown.
Fallen Leaf and Flying Flowers - spam-able wood AOE attack, 10 meter radius. Like Ice Stick is deals good damage and has a 1.0 second cooldown which makes it a lovely AOE to have. You can set it up as continuous AOE if there's some invisible target around and you can leave the Harpy to AOE on it.
Bare-handed Cut - 3 second AOE stun with a 30 second cooldown, 10 meters radius. It's pretty neat and if your Harpy has the Mood that includes Petrification then you'll have a pet with a permanent anti-stun and the ability to AOE stun every 30 seconds. Only works on monsters. Deals physical damage.
Claw - There's not much to say about this skill. Most of you already know it from the Phoenix. Increases attack by 30%.
Spirit Destory - Harpy's exclusive pet skill upon evolving. Increase HP by 30% and skill damage dealt on monsters by 30%.
Personal experience with it
The Harpy is a PvE oriented pet. Please take notice of that. If you're considering it for PvP then you will be disappointed.
The Harpy has very low attack (just 2661 at lvl100) but the way it works is that its skills deal extra/bonus damage on monsters and has a self-buff, after the evolution, to increase skill damage dealt on monsters.
It also relies heavily on the Venomancer's attack levels (100% inherit value).
Also, since it doesn't need to auto-attack (short cooldown on skills) it can take full advantage of buff pet skills that give additional skill damage.

The Harpy has similar stats as the Phoenix (except for the attack) so it has similar defences to it. The evolved Harpy gets a 60% inherit for defence levels and 20% for general defences, same as the evolved Phoenix.

It's potentially the hardest hitting Venomancer pet as of now in PvP (check testing below). It gains 100% inherit values from attack and attack levels (as opposed to Phoenix's 75%/90%) and it is tankier with 80% inherit value for defence levels (Phoenix's 60% / Hercules 100%).
It has a good amount of control skills, making your stunlocking abilities much more effective.

If you already have a Phoenix you can do just fine with it in PvP but the Monkey is, in my opinion always, the new best PvP pet. I highly recommend it for those who can afford it.

Rule The World - a hard hitting single target attack that also increases pet attack by 30% for 10 minutes upon landing, freezes target for 2 seconds.
Heavy Load - 15m range 2 second AOE stun with a 15 second cooldown, 6 meter radius. It's pretty nice for stunning a group of people in PvP or just an all around handy stun. Only works on players. DESCRIPTION IN GAME IS WRONG.
Pounce - has 80% chance to stun the target for 3 seconds, same skill as the Phoenix and Hercules.
Flesh Ream - I think everyone knows what this skill is I don't comment on it. Currently what everyone uses on their PvP pets for the bleed. I personally removed it in order to teach my pet Protect (magic defence buff).
Combat Saint - exclusive skill upon evolving, increase HP by 30% and reduce damage taken from players by 60%. The damage reduction is effective and noticeable.
This gives the Monkey more options for moods as other pets would be adviced to have a mood that contains Ghost or Spirit. Other pets lack player damage reduction buff otherwise.
Personal experience with it
The Monkey King is a PvP oriented pet, albeit it can work decently in PvE along with PvE damage boosting skills from Moods (I wouldn't recommend it however unless you do plan to PvP). It has high attack and hard hitting skills though it's not a huge difference from the Phoenix as far as I can tell.
It's tankier than the Phoenix (80% inherit defence vs. 60% of the Phoenix) and can get slightly more HP (20% vs. 25%) This is highly dependent on the inherit roll and the person's gear however.
After testing my Monkey and my Phoenix (both having really high inherit in defence lvl and decent HP/Defence) the Phoenix was taking more damage than Monkey (both physical and magical).
It can work as a tank pet with high DD output if you remove Pounce/Flesh Ream and replace them with Strong/Protect however considering the maximum potential of the two pets, Hercules remains tankier of the two at a much cheaper price.
I don't think it renders the Phoenix completely obsolete but if you really want the best PvP pet available, the Monkey's probably it. It comes with quite a bunch of control skills; single target 2 second freeze, 15m ranged AOE player 2 second stun (15s cooldown) and single target stun plus its exclusive skill reduces damage taken from players which gives you the option of getting other moods instead of player damage reducing ones (must-have on any PvP pet to survive).
The skills have relatively short cooldown (Rule the World - 15s, Heavy Load 15s) thus you can stunlock more effectively. In addition it also has Pounce. Of course there are anti-stuns but those don't last forever and after experiencing the pet myself I can say that it is very very useful and nice.
If you're planning to get a Monkey for TWs only...think twice. The Monkey won't make a huge difference in TW so think twice whether you want to spend that amount of coin/gold for it or not. It is a lot better than the Phoenix but it still dies a lot because of the nature of TW.
In other words, it is great but the Monkey is expensive and your investment won't be that good if you're only planning to do TW. In this case, you're better off improving your gear.

Keep in mind that Rule The World has a 15 second cooldown. Heavy Load has a 30 second cooldown. Harpy's skills used for testing have 1 second cooldown.
Conclusions
Celestial Giant
The evolved Hercules remains as the best tanking pet that now comes with a pretty strong aggro stealing/keeping skill and a nice boost in its defence and HP. It can have additional aggro and self healing skills with the right moods.
It gets a pretty nice boost in attack too.
It's still worth buying one and it's not too expensive either but prices vary among the servers. It's worth acquiring one and you'll gain the ability to tank so much more in-game as well as allow you to DD more while tanking.
Heliacal Phoenix
If you're a new Venomancer considering buying it, I wouldn't recommend it personaly unless you want a cheaper PvP pet. The ticket price may vary among servers but it can go as low as ~50mil on mine at least. The Monkey is quite expensive so if budget is an issue the Phoenix is a good option.
It's not too bad in PvP but I find the Monkey more useful with its stunlocking abilities. The Phoenix only has one stun skill and a slot for a debuff (or an attack or buff) whilst the Monkey has a freeze, a stun, an AOE stun (shorter cd than Pounce) and a slot for a debuff (or an attack or buff).
It's not too bad in PvE but it can be easily replaced by other evolved pets that can perform similarly or better if you want cheaper options so unless you plan to PvP with the Phoenix I recommend against buying one for PvE purposes. If you want one, go ahead, but you might as well save the coin for your gear.
If you have one, evolve it and use it (it is really good honestly) but if you're considering buying one, at this point I wouldn't recommend it unless, like I mentioned above, you want a cheaper PvP pet option that can perform well. Otherwise, Phoenix can be back-up pet.
It all depends on your budget.
Empyrean Harpy
Strictly PvE pet equiped with magic damage, spam-able attacks, aoe attack, aoe monster stun and ranged physical damage. Good for pulling, good DPS in PvE, good for AOEing and suitable for ranged tanking.
Monkey King (Avatar of War)
A PvP oriented pet with a lot of stunlocking possibilities. It has single target freeze, single target stun and AOE stun. It's pretty much the new best PvP pet in my opinion. It's an excellent pet for PK though in TW it will still die quite a lot because of TWs nature being full of AOEs and whatnot.

The skills have relatively short cooldown (Rule the World - 15s, Heavy Load 15s) thus you can stunlock more effectively. In addition it also has Pounce. Of course there are anti-stuns but those don't last forever and after experiencing the pet myself I can say that it is very very useful and nice.
If you're planning to get a Monkey for TWs only...think twice. The Monkey won't make a huge difference in TW so think twice whether you want to spend that amount of coin/gold for it or not. It is a lot better than the Phoenix but it still dies a lot because of the nature of TW.
In other words, it is great but the Monkey is expensive and your investment won't be that good if you're only planning to do TW. In this case, you're better off improving your gear.

Keep in mind that Rule The World has a 15 second cooldown. Heavy Load has a 30 second cooldown. Harpy's skills used for testing have 1 second cooldown.
Conclusions
Celestial Giant
The evolved Hercules remains as the best tanking pet that now comes with a pretty strong aggro stealing/keeping skill and a nice boost in its defence and HP. It can have additional aggro and self healing skills with the right moods.
It gets a pretty nice boost in attack too.
It's still worth buying one and it's not too expensive either but prices vary among the servers. It's worth acquiring one and you'll gain the ability to tank so much more in-game as well as allow you to DD more while tanking.
Heliacal Phoenix
If you're a new Venomancer considering buying it, I wouldn't recommend it personaly unless you want a cheaper PvP pet. The ticket price may vary among servers but it can go as low as ~50mil on mine at least. The Monkey is quite expensive so if budget is an issue the Phoenix is a good option.
It's not too bad in PvP but I find the Monkey more useful with its stunlocking abilities. The Phoenix only has one stun skill and a slot for a debuff (or an attack or buff) whilst the Monkey has a freeze, a stun, an AOE stun (shorter cd than Pounce) and a slot for a debuff (or an attack or buff).
It's not too bad in PvE but it can be easily replaced by other evolved pets that can perform similarly or better if you want cheaper options so unless you plan to PvP with the Phoenix I recommend against buying one for PvE purposes. If you want one, go ahead, but you might as well save the coin for your gear.
If you have one, evolve it and use it (it is really good honestly) but if you're considering buying one, at this point I wouldn't recommend it unless, like I mentioned above, you want a cheaper PvP pet option that can perform well. Otherwise, Phoenix can be back-up pet.
It all depends on your budget.
Empyrean Harpy
Strictly PvE pet equiped with magic damage, spam-able attacks, aoe attack, aoe monster stun and ranged physical damage. Good for pulling, good DPS in PvE, good for AOEing and suitable for ranged tanking.
Monkey King (Avatar of War)
A PvP oriented pet with a lot of stunlocking possibilities. It has single target freeze, single target stun and AOE stun. It's pretty much the new best PvP pet in my opinion. It's an excellent pet for PK though in TW it will still die quite a lot because of TWs nature being full of AOEs and whatnot.

Hmm...I suppose if the venomancer has really good gear/refines or is r999 etc. I'd choose to +12 weapon but if the venomancer has average gear I'd choose to get the harpy.

Nice review, could you add a conclusion when you're done and satisfied with all your tests containing a little ranking of the 4 legendary pets in several situations?
For example, is the phoenix better in PvE on one enemy, but the harpy better on multiple PvE mobs, etc. And since the old legendary pets now have a new form and new skills perhaps they should be reviewed in a similar way b:victory"How do you turn this on?"0 -

Celestial Giant's special skill is a frontal AOE aggro skill that does 200% attack. Seems to generate a lot of aggro (or possibly reset aggro), I got it killed a few times in Delta using this skill against a group of melee mobs attacking an AOE DD, most likely after all ranged mobs were dead as that's my first priority in Delta.[SIGPIC][/SIGPIC]

Yeah... I can't afford to stress over this game too much anyway, 'cause summer classes OTL But I've been wanting a new ranged pet for a long time and most of what I do is PvE runs with my faction though instances like BH79, so it's not really 'mandatory' but it would be really neat.
Especially if she's out in the distance using Ice Stick and I'm in fox forme so it'd be like role reversal, and having a little personal mage OTL
