    LOL, that npc never worked, there was never any quest to change war avatar cards. I know for a fact I tried it with my excess s cards the first week of the update. All the npc allowed was to change s card into a war avatar relic, which had no purpose in our version so the npc was moved. I still have the relic thingy in my bank.
