    It's probably so people don't just buy a r9 weapon every day from the rep qear NPC until they get a 2 socket one.

    Hope it's more than 1 per item lol . You can view the R9 gear in the ingame Encyc and lol some might call it gamebreaking. Each armour piece +80 Att level, Bow with God Of Frenzy etc

    Armor pieces are proven wrong already, CN servers have new patch already that has different armors.
