[TEXT] Incorrect System Message During NW Commander Election

Background: To elect a Nation War Commander a candidate has to nominate themselves between 20:30 and 21:00 on a Wednesday followed by a voting period from 22:00 on Wednesday to 22:00 on Thursday. The candidate with the most votes at 22:00 Thursday becomes the commander.

The issue is that the system chat during the voting period is wrong.

Every 15 minutes it announces: "The votes have been tallied. This week's Nation Wars commander has been selected! [NAME] [VOTES]"

Even though it says this the votes have not been tallied and the commander has not been selected yet. That is just the current front runner.
This message instead should read:

"Vote at the Nation War Recruiter to elect your nation's commander! The current vote leader is [NAME] with [VOTES] votes."
