Currently I'm 21. This isn't my first character, if it matters. I tried most classes. My only 70 was a warlock but it was messed up. Now I don't have other characters beside my wizard and I think I will stick to it.

I was nearly level 20 last time when I tried to speak with him and I think I did all quests in that zone. When I got the mail I just saw that the cloaked man awaits me there and then I deleted it. I didn't even visit a mailbox because I didn't see any items attached to the mail. Now I'm a bit worried if that mail was…

It is what Sundance777 said - in the Blacklake district. He is hiding near a bridge somewhere on the center of the map. The quest starts at level 8, I think.

I'm leveling a DC but I'm worried if I will be viable if I pick Righteous talents and act as DPS because people accept DC mostly for healing and supporting. I really like this class but I don't feel like I want to be everyone's healbot.

When I was running it with my level 70 character, I wanted it to end faster. And I'm happy when I level a new character and enter this dungeon because I can slack there.
