Delzoun has all of the real guilds, while Luskan is comprised of all of the "need 4 ppl to form guild, paying 5g each!", one-person newb guilds. The fact is that Luskan has all the actual good players, because going to the auto-win Delzoun side just proves how bad you suck. On the bright side, as Luskan, I get instant pop…
They are identical, with the sole exception that a d20 can only roll in sets of "5". 1=5% 2=10% 3=15% etc. 20=100% whereas a d100 gives all % values from 1-100. As long as 4% is not really different from 5% for your game balance, then using a d20 instead of a d100 simplifies die rolling and eliminates minutia.

For the record (since you are the 2nd or 3rd person to say this), developers do not go to sleep (are not allowed to go to sleep) when there is a production outage. They work 24/7 until its fixed. If the PWE devs are, in fact, going to sleep without fixing the foundry, they need to immediately be fired and replaced. So does…
Not that SWTOR was super awesome or anything, but they DID have "Queue Solo" and "Queue Group", and (I believe) it made matches that way (solos vs solos, groups vs groups). I hereby give PWE permission to totally ninja that idea. Along with ranking!
