This is always a problem in games where PvP rewards gear that can be used in PvE. Outside of GM policing, there's really only a few things they can do to "fix" this. I also agree with the OP. There needs to be a lot more armor variety from start to finish. As others have already mentioned, from Champions and STO to this, it's a big step backwards in terms of variety and visual character design. Clones R Us.
