I had the same issue today, figured out i had the common cause mission from a previous day. Bottled lightning wasn't a quest in the area today, therefore can't complete it. Had to drop common cause and pick it up again. Hope this helps.

Made an account and came here because I'm obviously having this issue. Grateful to see actual communication on a forum from devs. However, it remains to be seen if the issue will be fixed in a timely manner.
