It does look like this is happening to a lot of people, it would be fine if the Perfect World billing support was online or helping at all. It appears their staff was not prepared for the amount of issues that arose and now there are a lot of angry customers who would like to play the game they paid for.

I have the exact same issue and it does not look like they are doing anything to get this remedied. Their billing phone number will continue to disconnect you and the support console is currently down. Hoping to hear some good news soon.

I paid for the Guardian of Neverwinter pack and was charged with 2 separate transactions. One with my credit card on paypal and the other through my paypal(not completing). Due to the paypal transaction it will not allow me to access the download field at all and get the client that I paid to have access to. Perfect World…
