Someone spent a good deal of time developing it. But they obviously didn't try it out to see how it worked afterwards. The concept is pretty cool, but the implementation is horrible. Everquest does not scale you down, so no it is not universal as you say. I have played both games, so I have first hand knowledge that they are nothing alike.

What most don't understand, because you are all veterans, is that when a new player comes along, they see 1800 item level gear in the highest expansion, and think ok that's what I need to shoot for.
